From the introduction to the 104th Congress CD:
Following the 1990 decennial census, most states redistricted for the 103rd Congress based upon the apportionment of the seats for the U.S. House of Representatives and the new census data. The state of Maine did not redistrict for the 103rd Congress, but rather redistricted their boundaries for their two congressional seats for the 104th Congress. In addition, several other states redistricted or through court action had plans either revised or redrawn. These states include Georgia, Louisiana, Minnesota, South Carolina and Virginia. In all, six states had new or revised congressional district plans for the 104th Congress. The 104th Congress began January 5, 1995 and continued through the beginning of January 1997.From the introduction to the 105th Congress CD:

In all, five states had new or revised congressional district plans for the 105th Congress. The 105th Congress began January 5, 1997 and will continued through the beginning of January 1999.The Census Bureau routinely provides demographic and geographic data for each Congress when the data have changed from the previous Congress.
