"He taught continuously at Boalt until mandatory retirement in 1976, but he continued to flourish afterward as a professor on recall and also as a member of the Hastings "emeritus faculty" in law. He also took up appointment at the time of retirement as Counselor for Public International Law in the U.S. Department of State, and he continued until the end of his life to provide services for the nation as an adviser to the government."

". . . he came to Berkeley as dean. During the thirteen years in that position, he presided over and was largely responsible for the School of Law attaining a national and, indeed, international front-rank reputation. A year after his resignation from the deanship in 1961, Bill crossed the Bay to the Hastings College of Law where he gave new lustre to the 'over-65 club' for another decade until near the time of his death."
