Governor Schwarzenegger's California Performance Review 2004-05
In 2004 the California Governor's office published the "Report of the California Performance Review - Government for the People for a Change." It contains four volumes of recommendations to reform California's state government, including its K-higher education system. Chapter 3 of Volume 4 focuses on Education, Training and Volunteerism and offers a number of recommendations to significantly alter California's existing Master Plan for Higher Education.

The joint committee has completed
a new education master plan for California's next
generation of students that builds on our state's
previous Master Plan for Higher Education, expanding
that framework to include K-12 education and the many
interfaces between K-12 and postsecondary education.
The committee has addressed a broad range of issues,
from those of teaching and learning, to enrollment,
to funding and governance, across all systems of education.
